PSA prices each card by its declared value and the service tier you choose. Each tier has a maximum allowed value — you can't submit a $5,000 card at the Bulk tier. Choose the lowest tier your card qualifies for to minimize cost.

Here's a worked example using the calculator's logic:
PSA Bulk tier is the cheapest at ~$19/card, but it requires (a) a minimum batch size, (b) all cards under $200 declared value, and (c) longer turnaround. For large modern Pokémon sets, Bulk is the right tier — pre-grading still pencils out because you can avoid sending the 30% that won't grade well.
PSA accepts submissions from outside the US, but you'll pay international shipping both ways plus customs.
